Civilian Personnel Advisory Center (CPAC)



Mission:

To provide advice and assistance to the commander and managers on civilian personnel management. Assuring compliance with legal and regulatory requirements under the Department of the Army regionalized environment, Civilian Personnel Advisory Center, CPAC.

Functions:

Maintains central library of civilian personnel regulations
Coordinates the automation of personnel records
Coordinates division reporting and report schedules
Coordinates publication of civilian personnel policies and regulations
Provides advice and assistance on recruitment strategies
Serves as consultant to management in forecasting and developing plans to meet staffing needs
Monitor all in-service and external recruitment assistance
Coordinates priority in-service and external recruitment assistance
Coordinates DoD priority placement and other special employment programs
Conducts orientation and follow-up of new employees
Advises employees of opportunities for advancement, development, or relocation
Provides employment guidance for applicants
Coordinates reduction in force planning and implementation with COPC and higher headquarter elements
Administers Department of the Army Career Program
Provides guidance on requirements affecting personnel administration
Coordinates personnel actions
Manages and controls the Apprentice, Summer Employment and Co-Op Programs
Provides and assists supervisors and managers in developing/revising job description by advising on appropriate position description format, title, grade, series, and types of classifications standards, use of automated tools, and development of evaluation statements
Answers questions from managers and supervisors regarding position management and organizational structuring
Develops, administers, and implements DCA training module to installation and serviced tenant commander and all managers delegated classification authority
Reviews and participants in the development of the TDA/MTDA
Examines requests for EDP/HDP; coordinates with management, local safety/occupational health office/labor partner to conduct required safety review of work situations
Provides advice and assistance on processing classification complaints and appeals
Conducts locality wage surveys
Requests approval for advances in hiring rates
Administers the installation training and development program
Plans and conducts in-house training programs
Provides guidance and assistance in evaluating training requirements
Assists employees in undertaking self-development activities
Coordinates with the SouthCentral Civilian Personnel Operations Center (CPOC), higher echelons, Army educational activities and other governmental agencies, civilian educational institutions and industrial firms to locate and utilize training resources
Administers the Department of the Army Labor Relations Program
Provides technical assistance on labor-management relations
Serves as advisor to or member of the installation labor negotiating committee
Develops and monitors procedures on adverse personnel actions and provides assistance on individual cases
Develops grievance and appeal policies and procedures
Investigates employee complaints, grievances, and/or appeals from management initiated actions
Evaluates availability and use of employee services and facilities
Develops policies on employee-management communication
Advises supervisors of employee counseling responsibilities and provides employee counseling services
Prepares publications for release to installation personnel
Monitors the Incentive Awards Program
Provides advice, assistance, and administration on the Unemployment Compensation Program for Federal Employees
Provides death case counseling related to death benefits
Provides general information and assistance to employees on health and life insurance programs, retirement systems, and the Thrift Savings Plan
